Write a two-page paper (typed, double-spaced, 10 or 12 point font, 1 inch margins) in response to the following topic.  Be sure to develop an explanation that addresses all parts of the topic in your response.

Why are people starving?  To reduce starvation on a global scale, must we first concentrate on food production, or on population control?  Why?  How?
